If you're talking about User Titles, then:

Admin CP -> User Titles -> User Title Manager

Nope, I am talking specific titles/achievements in the middle of the post header.

You can do this by using user ranks if they are for something that applies to users with x posts or in specific usergroups.

Thanks, yep I got that part working, but the titles/achievements/pictures always appear on the left.

I wanted to get them in the center. I tried html tags etc to get it in the center, but it always just appears to the left.

You will need to modify your postbit template to do this.
