i know a user can edit thread title if i enabled this in a certain forums or to a certain usergroup. the question is if i disabled the AJAX features, is there another way to edit the thread title for the users to use?! For an admin/moderator it is appearing in the "thread tools", but for the user who can delete post/thread, there is ONLY delete post in the thread tools with no other editing facilities.

You would need to set this:

Admin CP -> vBulletin Options -> Message Posting and Editing Options -> Time Limit on Editing of Thread Title

No, you can't use a zero for that setting. Set it to a very high number.
