How I can close permanently one trhead as Admin???

I was wondering if there is any way to close a thread pemrnanently (as web master and adminnistrator) and keep it closed without anybody else who has either administrative rights or moderating ones to re-open it.

Nope, there's no such function.
Doing so would require code modification.
