Is there any way to set up a usergroup that is allowed to move, close, open threads, etc...but NOT have the ability to edit or delete others posts and threads and NOT be a moderator?

Ive looked in the VB manual and it shows how to do this under the Post/Thread Permissions. But i only see Post/Topic Permissions. And i cant find a "Can Manage Threads" option anywhere. ...
