How do you extract the emails from V Bulletin forums?

You mean email addresses? The only option is here:

Did you set 'Include users that have declined admin emails' to 'Yes'?
If so that it could be an add-on, imported data. I don't know. In the default vB every member has to have an email.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)
