how can I force pm popup notification?

I would like to remove the ability to deny the no popup on pm notification for mods. Is there any way to set the PM popup notification to on permanently? I have to keep reminding my mods to turn it on...Thanks.

There is no function to do this. You would have to manually edit the appropriate templates with the appropriate conditionals for Mods to deny them from seeing that option.
