How do I allow HTML for Admin?

Its not possibly by default, you'll need some sort of addon or modification. I'd suggest looking at vBulletin.org.

That will allow any usergroup you want to be able to parse html. If you want it for just admins, make sure that it's disabled for all other usergroups.
