Not allow users to create new threads?

I have one forum where I want to post news and announcements and I want to restrict people from creating new threads. However I want them to be able to reply to the news once it is posted. I know this is probably a simple setting but I just can't find where it is at.

Admin CP -> Forums & Moderators -> Forum Permissions

Then set 'Can Post Threads' to 'No'' for the appropriate Usergroups.
