Can i mass post as admin? if so how?

Mass post? A post by nature is a mass communication medium as anyone who can view your threads can view your posts.

No i mean my forums are empty and i want to have the rules as a sticky in every section can i use something in admin to duplicate the post or do i need to post them all seperatly?

Hmm, I don't know of an admin tool which will allow you to add the rules as a sticky thread to every forum.

You may be better with an announcement which will appear at the top of every forum you specify, rather than putting a sticky thread in every forum.

Though, most people just post threads about rules and regulations in one forum area (like a general reception), rather than having them as a sticky in every forum. Kind of over kill, and if people are going to ignore your rules they will ignore them either way.
