The better way to migrate vbulletin

Hello, i have vbulletin 3.5.4 website in a server with Fedora , Apache 2.0.50, php 4.3.1 and mySQL 3.23.58.

I want to migrate all website to a new dedicated server with Windows Server 2003, IIS 6.0, PHP 4.4.2 and mySQL 4.1.16.

What can i do to migrate all the information (backup mySQL, vbulletin, etc) from old server to new server?. Thx.

PHP not so much, possibly mysql.

Do a dump and try to move it, most of the time older versions are compatabile when moving to a newer version. The opsitive is not true.
