Floodcheck by usergroup or IP address?

Is it possible to set vBulletin 3.5 to do its message posting flood check by usergroup? Alternately, is it possible to have the universal floodcheck tied to an IP address rather than a registered user account?

I'd be very appreciative if there is any way to accomplish one or both of these in a relatively easy fashion.

If not, I suggest these features as a useful improvement in a future release.
