Moving to new server

I'm sure this is a stupid question and I have been searching through the forums trying to find an answer but haven't been able to. In the vbul documentation, I found how to back up/dump my db and have moved it to my new server and set it up. My question is, do I go through the entire installation process on the new server and just use the db that I have imported, or can I copy over files from the old server?

Just copy the files if you install you'd lose your database that you restored.
