Ok....for some reason I'm having a problem in me Control Panel. I install French language pack. But now some of my control Panel options are in French. So I uninstalled French pack, but it's still in French??? My default language is set to English… How can I fix this??

I could not duplicate this problem. I installed the French Language pack, changed my language to it, then unintsalled it and after doing a hard-refresh my Admin CP is back to English.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)

Whatever you did messed up the English language pack. As I said I could not duplicate this problem myself.
Try this. Reupload the original vbulletin-language.xml file to the install directory. Then upload the tools.php script in the 'do_not_upload' folder of the vB zip file to your Admin CP directory. Then reimport the vbulletin-language.xml file. Immediately remove tools.php when you are done.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)

I cannot be responsible if this does not work so I strongly suggest you make a backup of your database first.
If you still want to proceed, run this qquery to empty the phrase table:
TRUNCATE phrase;
Then follow the instructions in post #8.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)
