UTF-8 language problem

Sorry about my "non-technical" phrasing of my problem below.

I use the default English language in vBulletin and most of my users post in English, but some of my users post in Chinese occasionally. I have set the language option of vBulletin to UTF-8. Most of the things are fine, but some (not all) chinese characters are not displayed properly (like "you" and "police" in Chinese), and a "?" will show up instead.

Does anyone know how to fix this problem?

I also have this problem too

90% of Chinese characters are shown properly, but some chinese characters become unreadable characters.

I have set the character set in config.php as utf8. I have checked the character set of the table vb_post is utf8.
