How to subscribe a thread or forum to a user even if he/she hasn't subscribe it from by admin.

There is no admin interface to edit a user's subscriptions. The user must do when logged in.
If you are wanting to notify a specific user of new posts in a forum, then you can add their email address to this field:
Admin CP -> Forums & Moderators -> Forum Manager -> Edit Forum -> Email Addresses to Notify When there is a New Post -
