users are being moderated but not set to be

I have all the
"Follow Forum Moderation Rules
If no, posts are always placed into moderation queue"

set to no

but when one of my users tries to post it will come up as needing to be modereated.
I checked that all the forum permissions to moderate are off:
Moderate Posts, Moderate Threads, and Moderate Attachments

so the Forums dont have the moderate option on, and neither do the usergroups
where am i forgetting to look ?

Sorry, I don't follow. If you have that set to 'No' then posts will be moderated.
