I've been searching for the docs on how to create a new Payment API. Where would I find this info?

I asked because I was reading the online manual and found under the "Paid Subscriptions / Payment API Manager"

"Within debug mode further Payment API's can be added, please refer to the Developer Documentation on how to create a Payment API."
