I would like the signup script for new customers on my website to be able to create forum accounts as new customers sign up for service. Where can I find documentation about the vBulletin API, and does it support this?

I know of no such documentation for adding users to the database. That task is handled by the register.php file. Everything you need is in there.
If you need more help with integration, I recommend you post on www.vbulletin.org. You will have better luck there. -
vB3.5 has a Data Manager API just for the purpose of creating users, threads, posts, etc.
