Granular permissions on attachment viewing, applied by users

I want to set it so that attachments can be viewed by Guests as I've denied that until now.

But to do this I need to give my users the means to make specific attachments registered members only.

So, is there a way with vanilla vBulletin to default make attachments public and for the user to choose at upload time whether the attachments are private or not?

There is no way to designate attachment permissions like you want. Someone may be able to create a plugin to do this over at vBulletin.org.
