how to i c hange text of pm tracking popup?

When you send a pm, it pops up "request a receipt for this message?"

The options are Yes and Cancel. Many of my members get confused by this, and it would be better if Cancel was No. How can I change this?

I found the vbphrase for cancel, but this would change it for other things as well. So, I created a new vbphrase for No, but I can't find where to put it. It's not in the templates, and I can't find it in the script.
