How do I disable a usergroup from using the reporting feature?

Some jerk signed up (the guy didn't make it pass email confirmation) and reported 3 posts I made on my forums calling the author an idiot. How would I prevent users in the Users Awaiting Email Confirmation Group from reporting posts?

Since this is now a vB3 question, I'm sure this can be done with conditionals. Not sure how though.
