Finally an answer on how to disable the popup window that asks if I want to confirm read reciept in PMs.
admincp>Usergroups>Usergroup Manager>select group>Can Use Message Tracking (change to No)
Not only does the confusing pop up go away, but when your looking at your Private Messages the Confirmed Messages list is also removed.
