To change charset for ACP to me it is necessary to edit /includes/adminfunctions.php file.
To change the coding of pages at the forum, I need to edit styles.
For the first case. Even during testing vb3 beta3, someone from developers declared, that if for change charset it is necessary to edit the file it is wrong. And it will be changed. But as I see, any changes in this direction have not been made.
Concerning the second remark. It seems to me, that charset it would be more logical to specify in Language Manager for each language separately, instead of in Style Manager.
