Are you upgrading or installing? Do you have cookies enabled?

Change CKEditor Colors to Match Style (for 4.1.4 and above)

        I have the same problem.
        Fresh Install
        Cookies are enabled
It's running on the same domain as a 2.3.0 Board but my cookie paths are set.

And what are the cookie domain and paths set to?

Steve -- that error is just what we output instead of an error when setting a cookie. It's probably whitespace in config.php before the <?php or after the ?>.

And that would only show up after step 13?

Step 13 is the last step (he deleted the files). So I assume he then went to the control panel and tried to login and got that.

has anyone found the solution to this? SOME of my members are getting this, and it appears to happen before they get infected with a virus... trying to troubleshoot where this is coming from!
