step 10 error

tried installing a new installation and everytime ive gotten this error... ive tried like 3-4 times with new databases.

im guessing this is my problem?

You'll need to recompile PHP with XML support in order to run vBulletin 3.


i was reading another error at a step post and you guys said that? but his error was at step 7 and mines at step 10.. why wouldnt i error out at step 7 too?
