Moderator ability? Adding smilies and/or avatars?

Yes, I'm still using this older version (new version upgrade coming soon!) but in the meantime, I'm pulling my hair out (sorta) looking for the ability to give moderators (or a few moderators) the ability to add smilies and/or avatars to our list for members to use.

Is there a setting somewhere I'm missing?

That is an Admin function not a Moderator one. Only Admins can do this.
