Index.php with vbphrases

I have an index.php landing page with an image on it that links people into my vbulletin forums.

Is there any way to add vbphrases to that index.php page, which is one level higher in my directory than the /mysite/forums/ directory (mysite.index.php) - I wanted to pull some cool stuff from my forums to that index/php landing page
