How does one 'Tachy' a user?

I see this feature mentioned, but nowhere does it say exactly where the feature is located or how to locate it. Even the help files are silent on the topic. I don't see it on the user screen. So, up to this point I've resorted to completely banning users who post spam on the site... which at this poinmt is just about the only thing I ever ban a user for anyway. Can someone clue me in, please?

Near the bottom. You just enter the userid of the user in the field.
