Can't log into Admin - Wrong username or password error message

I am suddenly unable to login to my board or my admin panel. I get the following message:

Wrong username or password. You have used up your failed login quota! Please wait 15 minutes before trying again. Don't forget that the password is case sensitive. Forgotten your password? Click here!

I have gone through the steps of resetting my password twice. I then get this message:

Wrong username or password. You have used up your failed login quota! Please wait 15 minutes before trying again. Don't forget that the password is case sensitive. Forgotten your password? Click here!

The board is 3.0.7 and has been running just fine. I am the only admin.

    Help please.

This does not happen on it's own without some other changes being made. Have you installed any hacks?

You could try resetting your password:

No hacks and I tried resetting my password twice.

When I log in with the new password I then get this message:

Wrong username or password. You have used up your failed login quota! Please wait 15 minutes before trying again. Don't forget that the password is case sensitive. Forgotten your password? Click here!

Did you wait 15 minutes? Have you reuploasded the original vB files?

No, I didn't wait 15 minutes or upload the original files. If I just reset the password it doesn't make sense to get the wrong user name/password message, at least it didn't to me.

Which files would I upload, all of them ?

Everyone trying to log into the board is getting the same error messages.

email addresses to reset passwords are not being recognized, though mine was.

Empty your strikes table via phpmyadmin and attempt to login again.
