Changing bar position

Can any1 help on how to make this on my vB?(3.0.8)
I want to move that bar on the end of the page to that position, thank you.

U want to move your footer template up where current active user bar appears in the thread.
Just get the footer part of the code and place it then goto Show Thread Templates «: find under that SHOWTHREAD then do search word currently active users then place code above this part.
