    To run queries you first need to give yourself permission to run queries in the Admin CP. To do this, edit this section of config.php:

    // ****** USERS WITH QUERY RUNNING PERMISSIONS ******
    // The users specified here will be allowed to run queries from the control panel.
    // See the above entries for more information on the format.
    // Please note that the ability to run queries is quite powerful. You may wish
    // to remove all user IDs from this list for security reasons.
    $canrunqueries = 'x';

    ...with x being your userid number.

        Reupload all the original vB non-image files (except install.php). Make sure you upload these in ASCII format and overwrite the ones on the server.

            What do mean by userid number? Do you mean by it my vBulletin customer number?

              No, the userid of your user.

              View your profile by clicking on Quick Links | My Profile
              Then, look in the address bar, where it should say u=123 with 123 being your userid.

                  You don't need to add your customer number to the config.php.

                  Also, if you were never able to login to ftp, how did you upload the files in the first place?

                  Contact your host to get a login to cpanel and ftp.
                  Best Regards

                    Hey,

                    What I'm saying is This. Because of miss understanding, I added customer number to the config.php instead of userid. Any way, I did contact my host and he is saying he has no problem loging into my ftp server. It could be a connection problem or browser problem. Note that I have problem browsing vbulletin.com, hotmail.com and many other sites.

                      Then it's most likely a problem with your internet provider. Try contacting him.
