I have noticed in the past week or two that my members are not receiving activation emails. Not only are people not receiving the activation emails, but I'm not receiving the New User emails that I used to. I noticed there are about 35 members that are awaiting their email activation. I just finished sending out a mass email to them, telling them too, but that email hasn't been received by anyone either. The site is www.rcswap.com

If emails were working before, then most likely something changed on your server to break this. First try this:
Admin CP -> vBulletin Options -> Server Settings and Optimization Options -> Enable "-f" Parameter -> Yes
Then try the vB email functions. If it still doesn't work, then try the email diagnostics in the Admin CP and report back the results:
Admin CP -> Imports & Maintenance -> Diagnostics -> Email
If after all this you still don't get the email then this is a server and/or mailbox issue. You will need to view the mail logs on the server to see what happened to those emails. Once vB sends it to PHP it's in the hands of the server. If you are on a shared server you may need to ask your host to look through the logs for you.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)

I am having the same problem with some of users do not receive activation email. Even when I send the activation email out manually.
I tried the setting
Admin CP -> vBulletin Options -> Server Settings and Optimization Options -> Enable "-f" Parameter -> Yes
and so far it seems better, manually and automaticallyComment
