Is it possible to enable the tachy goes to coventry feature on the mod cp as well as the admin cp?

Not without custom code. That option is only in the Admin CP. -

You can request this in the vB 3 Suggestions forum. Personally I think this should remain and Admin function and not a Mod one, but that's just my opinion.
