Member hiding himself?

We just had someone join with a nickname that seemed to say he could not be seen. So we checked, and he is not showing on the Members List, although I can see him in the admin control panel as a member. So I looked at the options in our User CP, and I don't see any setting that would allow someone to keep his name off the Members List.

Can someone advise me about this?

Is he a COPPA member by any chance?

I just checked. He is in the control panel as a user awaiting email confirmation. Is it normal for someone to show up on the front page under "Welcome to our newest member:" if he is still awaiting email confirmation.
