It is controled by a small class.
AdminCP > Styles & Templates > Style Manager > Click on Go > Scroll to the very bottom, you will see a small text box labled as Additional CSS Definitions
In here you will find
.bigusername
Inside of the {} is what controls how the username is displayed in the postbit and several other places as well.

I have a few members that have long username. 20 letters. But when you see them post something you only see 18 letters. I found where you can restrict the username. Default is 25.
