Avatar upload question

In UserCP under Avatar there are 2 choices

Enter Avatar URL:

or

Upload an Avatar From Your Computer:

Is there a way I can disable the "Upload an Avatar From Your Computer"

Yes, but all avatars are stored in the fielsystem (yours) or the database.

Entering the URL only grabs it from the site and saves it into the database./
