How can I make a vBulletin style use a css file instead of its online admin cp css form?

You can store CSS as files instead of inline but you will not be able to correctly edit the style file, as every time a style is saved the whole file is rewritten.

AdminCP > vBulletin Options > Style & Language Settings > Save CSS as Files > Yes

You must first chmod the clientscript/vbulletin_css folder to 777.
