Disallow a Super Moderator Group to Ban?

I currently have two super moderator groups on my site. How can I configure my forum so that only one of those usergroups has the ability to ban/unban users?

In addition if someone could tell me how I could make it so that neither super mod group can mass move/prune posts I would greatly appreciate it.

Super Mods have the same permissions as Admins. Changing this requires modifying the code. You can try asking over at vbulletin.org for help with this.
