How do a start or add a poll in vBulletin 3?

The permission to start a poll is set per usergroup.
(Admin Control Panel> Usergroups> Usergroup Manager> Edit the usergroup you want to give or take permission to make polls, and/or vote on polls)

A user can start a poll by making a new thread, and from the additional options, 'yes, this is a poll'. When submitting the new thread, a new page will open where the poll can get created.

Another option is to add a new poll to a thread after it has been created. The lower part of the thread will have the link to add a poll.

When you make a new thread, there is an check box to add a new poll, if the thread has already been added click on thread tools > add poll
