I'm using vBulletin 4 and $activateid,$activatelink are not works. What can i do?

Something to keep in mind is that some of those members may have elected to not receive Admin e-mails. In which case they will not receive those e-mails unless you go through them and change that option or run a query.

But if they have not activated yet they wouldn't be able to change their user settings no?

Yes there is, AdminCP > Users > Send Email to users Only check "Users Awaiting Email Confirmation"

As for the email you might want to say
"Hello, $username

It has come to our attention that you have not yet confirmed your account at our message board.
Please use the following information to confrim your account

$activateid
$activatelink
