Thread Tools & Clock Settings

Two problems i'm experiencing with the forum at this time:

1.) When viewing a thread, the options 'Thread Tools' 'Search This Thread' 'Rate Thread' 'Display Modes' do not work. I move the mouse over and click but the options do not appear as they used too.

2.) The clock likes changing from evening to morning for some reason although i've chosen the correct settings.

Do I need to re-install my forum or is there a chance something simple is wrong somewhere?
