        Sorry to sound so dumb, but we have been through all the files on the ftp and can't find this one, and neither is it sitting in the control panel, could it now be called something else?

          Are you really running vBulletin 2? If you're running a more recent version, edit the forum_rules_description phrase to change the rules they see when registering.
