guest user uses everything he cant

For weeks now I have this host on my site: 64.140.49.6x

And that host is banned now, because it doesn't show up as a proxy or search engine or other service. It also tries to access pages for moderators, editing posts etc. But ofcourse the user (or service) gets permission denied.

I have emailed to the range's abuse department with a request to return with info if this is a search engine or a user. So I could either unban it or issue an abuse report. So far nothing.

Maybe someone here also has that host on their site? Or maybe someone knows it or maybe someone has an idea .. feel free to comment.

    ps
i have removed the last figure to protect their privacy. but it is between 0 and 9

Doing a little research shows that it most likely is a user using ICG Communications out of San Jose, CA

I use online whois services too and already contacted them, as mentioned above. If it is a user or a program, it is unknown. if it is a user, it is a dumb one. Since he or she is getting permission denied for a week now.

Most likely it is a search engine bot for one of the hundreds of databasing companies in the area.

          I've had a similar situation.

One IP keeps showing up...as "guest" viewing my private forum. Never a thread...it is the forum1. He/She/It sits on this same "forum" for about 15-30 minutes at the same time every day, twice a day.

The IP changes every few days because I, too, ban the IP off my server (not just in the admin control panel but through host deny file) because I have no idea who they are, what they are doing, and why....

I've put the proper documentation for bots and bot access on my server...

          This one is confusing though.

I received an E-mail from them!

That customer is probably turnitin.com. They're the most popular plagarism detection site used.

They've been crawling my site all day, so I finally made a robots.txt file so they won't crawl my forums anymore.

They archive information on your site to see if any students "borrow" it for their essays and such...
