Trying to install vBulletin DB Backup

I'm trying to install a SQL dump into mysql, but I keep getting errors. I backed up my forum through the Admin CP a long time ago, but I cant get it installed.

    I was running vBulletin 2.2.6 I believe.

The server I'm trying to install in is:
    php 4.2.3
    Apache 1.3.27
    MySQL 4.0.0-alpha-nt
Windows XP(the server is my home computer)
    phpMyAdmin 2.3.3pl1

I've created an empty database, and when I go to run the sql file thru phpmyadmin I get :
Warning: POST Content-Length of 29815035 bytes exceeds the limit of 8388608 bytes in Unknown on line

Warning: Cannot add header information - headers already sent in c:\phpdev\www\phpmyadmin-2.3.3pl1\main.php on line 22

Restoring with phpMyAdmin is notoriously unreliable. Use Step Three here instead:

Change CKEditor Colors to Match Style (for 4.1.4 and above)

Hmm... yes... this looks like it would work better.
But... I cant very well telnet into my own machine? And it seems a bit different doing this thru the command prompt...
