The people show up fine and everything, the only problem is they dont disappear for a LONG time after they leave the board. Can someone please help me with this?

Check your "Cookie Timeout" in:
Admin CP > vBulletin Options
It should be set to 900 seconds (which would be 15 minutes). Or you can set it higher.-
