Run a test site

I currently use vBulletin 2.2.6 on my business website and am planning on making some wholesale changes in the near future (including moving to vBulletin 3.0, when available). What I would like to do, is to be able to set up vBulletin on my office computer (accessable only to me, not for public consumption) to simulate my actual site so that I may make changes and revisions locally first, without having to change the actual site.

The changes are mostly visible, not really changing any of the inner workings of vBulletin, but I would like to be able to run a "test site" on my own computer and get everything right first.

I downloaded MySQL 3.23.53 to run on my PC. Is it possible to simulate this without having an actual webserver?
