New user displayed before moderation

All new users must be moderated on my board, yet when someone registers they appear in "Welcome our newest member, ..." before I have even get a notice that a new user is awaiting moderation in the VB control panel. There is often a log of an hour or more before I get a notice in the control panel.

The board is on a V.O. server.

Any ideas what's up ?

This is the standard way vB works. There isn't anything wrong with it.
