Moderator capabilities

To give Moderators the ability to edit and delete the posts of others, must I go to Forums and Moderators > Modify and then "add moderator" for each and every forum where I want them to have this capability?

Yes unless you trust them then you simply set them as a supder moderator and allow them to be a moderator of all forums.
