Setup rules. Then immediately delete & infract when something happens. Ask members to use the report button immediately.

Vbulletin 2 so it lacks all the mod features that make it so easy to ban unwanted users!
Can you not afford to upgrade then Fun/Bliss?
What about using one of the free forums that are out there instead?
