Sorry if this topic is inappropriate for this forum though I'm curious. A friend who is a mod on a vB forum is telling me she couldn't ban through the modCP early on years ago and only admins could ban. I think she is wrong and that mods could at least ban by username. Who is right?

She should be able to as long as she has the proper permission set here:
